A. SUMMARY STATEMENT:
Under the direct supervision of the Program Coordinator, the Counselor is responsible for implementing WIA activities, teaching job search skills, developing Individual Employment Development Plans, providing vocational counseling, and assisting veterans in obtaining employment. He/She is also responsible for cultivating employer and business relationships, developing partnerships with organizations within the community that serve the needs of veterans.
B. DUTIES AND RESPONSIBILITIES:
- EMPLOYMENT AND TRAINING (80%) :
- Coordinates with workforce development and community partners.
- Interprets objective assessment tools for veterans enrolled in the WIA Program.
- Develops Individual Employment Development plans based upon specific needs of WIA participants.
- Provides career counseling and case management services.
- Organizes and maintains case files for participants in accordance with established procedures.
- Assists Job Developer in job search assistance services to obtain work experience, on-the-job training, and unsubsidized placements of WIA participants.
- Monitors and documents participant progress in employment & training in accordance with AADAP and WIA policies and procedures.
- Provides post-employment, job retention, and support services to WIA participants.
- Conducts presentations to small and large groups about the WIA program.
- Acts as liaison for AADAP and WIA participants, employers, collaborating agencies, and partners.
- Participates in Case Conference meetings and assist with coordinated service delivery.
- EMPLOYMENT AND TRAINING ENHANCEMENT (20%) :
- Recommends specific employment and training enhancement activities for WIA participants.
- Monitors attendance in GED and Basic Skills Remediation classes, Basic Computer class, and short-term vocational training.
- Coordinates with AADAP treatment staff for referral and treatment services to veterans.
- Acts as an advocate for veterans needing medical or mental health services.
- Coordinates with homeless and other housing programs to assist veterans in need of housing.
- Assists with instruction related to on-the-job training, work experience or job placement.
- Builds relationships with referral sources that ensure timely and qualitative service delivery for WIA participants.
C. QUALIFICATIONS (SKILLS/KNOWLEDGE AND ABILITIES):
- REQUIREMENTS:
- Four-year college education related to field or equivalent work experience related to position.
- Permanent resident or U.S. Citizen, proof of work eligibility upon hiring.
- Valid California Drivers License and current automobile liability insurance.
- Must have at least one year (1) of recovery or a drug free lifestyle as of the date of the application.
- Must be able to work with people of diverse cultural, educational, social, and economic backgrounds.
- Must be able to perform Word and Excel application.
- Must have the experience in providing/interpreting employment and training assessments.
- Must have the experience in employment counseling and career development.
- Obtain Class B License within 90 days of employment.
- PREFERRED QUALIFICATIONS:
- Bilingual, bicultural capabilities with Asian/Pacific languages and cultural groups.
- Experience working with the veteran population
- Knowledge of the WIA, One-Stop Career Centers, and existing workforce development programs.
- The ability to use Macintosh and IBM computers.
