A. SUMMARY STATEMENT:

Under the direct supervision of the Program Coordinator, the Counselor is responsible for implementing WIA activities, teaching job search skills, developing Individual Employment Development Plans, providing vocational counseling, and assisting customers in obtaining employment. He/She is also responsible for cultivating employer and business relationships, developing partnerships with organizations within the community that serve the needs of customers.

B. DUTIES AND RESPONSIBILITIES:

  1. EMPLOYMENT AND TRAINING (80%) :
    1. Coordinates with workforce development and community partners.
    2. Interprets objective assessment tools for customers enrolled in the AADAP’s employment programs.
    3. Develops Individual Employment Development plans based upon specific needs.
    4. Provides career counseling and case management services.
    5. Organizes and maintains case files for customers in accordance with established procedures.
    6. Provides job search assistance services to obtain work experience, on-the-job training, and unsubsidized placements of customers.
    7. Monitors and documents the progress of customers in employment & training in accordance with AADAP policies and procedures.
    8. Provides post-employment, job retention, and support services to customers.
    9. Conducts presentations to small and large groups about the Employment Access Unit programs and services.
    10. Acts as liaison for AADAP and customers, employers, collaborating agencies, and partners.
    11. Participates in Case Conference meetings and assist with coordinated service delivery.
  2. EMPLOYMENT AND TRAINING ENHANCEMENT (20%) :
    1. Recommends specific employment and training enhancement activities for customers.
    2. Monitors attendance in GED and Basic Skills Remediation classes, Basic Computer class, and short-term vocational training.
    3. Coordinates with AADAP treatment staff for drug treatment services of customers needing this service.
    4. Acts as an advocate for customers needing medical or mental health services.
    5. Coordinates with other community-based programs for ancillary services
    6. Assists with instruction related to on-the-job training, work experience or job placement.
    7. Builds relationships with referral sources that ensure timely and qualitative service delivery for program customers.

C. QUALIFICATIONS (SKILLS/KNOWLEDGE AND ABILITIES):

  1. REQUIREMENTS:
    1. Four-year college education related to field or equivalent work experience related to position.
    2. Permanent resident or U.S. Citizen, proof of work eligibility upon hiring.
    3. Valid California Drivers License and current automobile liability insurance.
    4. Must have at least three (3) years of recovery or a drug free lifestyle as of the date of application.
    5. Must be able to work with people of diverse cultural, educational, social, and economic backgrounds.
    6. Demonstrated knowledge and skill in computer operations.
    7. Must have the experience in providing/interpreting employment and training assessments.
    8. Must have the experience in employment counseling and career development.
  2. PREFERRED QUALIFICATIONS:
    1. Bilingual, bicultural capabilities with Asian/Pacific languages and cultural groups.
    2. Experience working with the veteran population
    3. Knowledge of the WIA, One-Stop Career Centers, and existing workforce development programs.
    4. The ability to use Macintosh and IBM computers.
