A. SUMMARY STATEMENT:
Under the supervision of the President and CEO, the Fiscal Director (FD) serves as chief financial officer of the agency. S/he directs and manages the fiscal operations of the agency. The FD provides fiscal policy leadership and represents the agency Management Team and the Board on fiscal matters. S/he provides financial planning and analysis to support the development of the agency.
B. DUTIES AND RESPONSIBILITIES:
- SUPERVISE THE DAILY ACCOUNTING OPERATION OF THE ORGANIZATION (20%):
- Ensuring the proper hiring, training, supervision, and evaluation
of the fiscal staff.
- Overseeing and maintaining
the organization's computerized accounting
system to ensure its most effective and
efficient use and operation.
- Ensuring that all financial activity
of the organization are recorded in
a timely and accurate manner.
- Ensuring that
all expenses of the organization are
allocated in a fair and reasonable manner
consistent with agency policies and contractual requirements.
- Ensuring
that all financial transactions of the
organization are supported by appropriate
documentation.
- Ensuring all supporting documentation is organized
and maintained for quick and simple reference
and retrieval.
- SUPERVISE THE MANAGEMENT OF THE ORGANIZATION'S CASH (20%):
- Overseeing and maintaining policies and procedures for the
timely and appropriate receipt and disbursement
of all organization funds.
- Overseeing and
managing, as directed, all organization
funds for their maximum return while ensuring
compliance with agency policies, and contractual and legal requirements.
- Maintaining
complete and accurate control of all cash.
- Developing and submitting reliable monthly reports forecasting
the organization's cash flow and needs.
- Ensuring
the timely and accurate preparation, submission,
collection, & reconciliation
of all billings for the agencies services.
- SUPERVISE THE PREPARATION AND SUBMISSION OF ACCURATE FINANCIAL INFORMATION (30%):
- Ensuring that the Fiscal Office produces Monthly Revenue and
Expenditure reports accurately reflecting
the financial activity of all units, programs/projects,
and funds in a timely manner.
- Ensuring that
the Fiscal Office prepares timely financial
reports to Board Finance Committee & Management
Team as required.
- Ensuring that the Fiscal
Office prepares timely financial reports
required for funding sources, regulatory
bodies, such as: the IRS, State Franchise Tax Board, the Attorney
General's Office, and the Secretary of
State, and the Federal Office of Cost
Allocation..
- Ensuring that the Fiscal Office
prepares for its annual independent financial
audit, including all the necessary
records, supporting documentation, schedules and
a balanced trial balance report in a
timely manner.
- SUPERVISE THE FISCAL OPERATIONS COMPLIANCE (10%):
- Ensuring that the fiscal operation follows generally acceptable
accounting practices and procedures.
- Ensuring
that the fiscal operation is in compliance
with all legal and regulatory financial
requirements.
- Ensuring that the fiscal operation is in compliance
with all requirements of funding agencies.
- Coordinating
and overseeing financial audits or site
visits related to any funding agreements and preparing responses
and corrective actions.
- PROVIDE SUPPORT TO THE MANAGEMENT STAFF AND THE BOARD OF DIRECTORS (10%):
- Assisting in the development of program, unit, and agency
budgets.
- Providing the Management staff
and the Board of Directors financial
analyses and recommendations regarding
investments, real estate, banking, long range financial
planning, and other strategic matters.
- Participating
in the Management Team and contributing
to organizational planning and policy development.
- Providing
in-service and impromptu training for
Board and Management staff on fiscal policies,
accounting issues, budget planning, and other related matters
as necessary.
- Providing staffs support
for the Finance Committee by scheduling
meetings, taking minutes, and other support activities
as requested.
C. QUALIFICATIONS (SKILLS/KNOWLEDGE AND ABILITIES):
- REQUIREMENTS:
- Six-year college education related to field or equivalent work
experience related to field.
- Permanent resident
or U.S. Citizen; proof of work eligibility
upon hiring.
- Valid California Drivers License
and current automobile liability insurance.
- Must
have at least five (5) years of recovery
or a drug free lifestyle as of the date
of the application.
- Must be able to work with people of diverse
cultural, educational, social, and economic
backgrounds.
- Demonstrated knowledge and
skill in computer operations.
- Must have
a minimum of two year's experience in
a supervisory position overseeing the work of accountants,
bookkeeper, and other accounting positions.
- PREFERRED QUALIFICATIONS:
- Bilingual or bicultural capabilities with Asian/Pacific languages
and cultural groups.
- Skill in operating
American Fundware Accounting Software.
- Prior
accounting experiences with non-profit
organization and fund accounting.
- Prior
experience in auditing firm and CPA license.
