A. SUMMARY STATEMENT:

Under the supervision of the President and CEO, the Fiscal Director (FD) serves as chief financial officer of the agency. S/he directs and manages the fiscal operations of the agency. The FD provides fiscal policy leadership and represents the agency Management Team and the Board on fiscal matters. S/he provides financial planning and analysis to support the development of the agency.


B. DUTIES AND RESPONSIBILITIES:

  1. SUPERVISE THE DAILY ACCOUNTING OPERATION OF THE ORGANIZATION (20%):
    1. Ensuring the proper hiring, training, supervision, and evaluation of the fiscal staff.
    2. Overseeing and maintaining the organization's computerized accounting system to ensure its most effective and efficient use and operation.
    3. Ensuring that all financial activity of the organization are recorded in a timely and accurate manner.
    4. Ensuring that all expenses of the organization are allocated in a fair and reasonable manner consistent with agency policies and contractual requirements.
    5. Ensuring that all financial transactions of the organization are supported by appropriate documentation.
    6. Ensuring all supporting documentation is organized and maintained for quick and simple reference and retrieval.
  2. SUPERVISE THE MANAGEMENT OF THE ORGANIZATION'S CASH (20%):
    1. Overseeing and maintaining policies and procedures for the timely and appropriate receipt and disbursement of all organization funds.
    2. Overseeing and managing, as directed, all organization funds for their maximum return while ensuring compliance with agency policies, and contractual and legal requirements.
    3. Maintaining complete and accurate control of all cash.
    4. Developing and submitting reliable monthly reports forecasting the organization's cash flow and needs.
    5. Ensuring the timely and accurate preparation, submission, collection, & reconciliation of all billings for the agencies services.
  3. SUPERVISE THE PREPARATION AND SUBMISSION OF ACCURATE FINANCIAL INFORMATION (30%):
    1. Ensuring that the Fiscal Office produces Monthly Revenue and Expenditure reports accurately reflecting the financial activity of all units, programs/projects, and funds in a timely manner.
    2. Ensuring that the Fiscal Office prepares timely financial reports to Board Finance Committee & Management Team as required.
    3. Ensuring that the Fiscal Office prepares timely financial reports required for funding sources, regulatory bodies, such as: the IRS, State Franchise Tax Board, the Attorney General's Office, and the Secretary of State, and the Federal Office of Cost Allocation..
    4. Ensuring that the Fiscal Office prepares for its annual independent financial audit, including all the necessary records, supporting documentation, schedules and a balanced trial balance report in a timely manner.
  4. SUPERVISE THE FISCAL OPERATIONS COMPLIANCE (10%):
    1. Ensuring that the fiscal operation follows generally acceptable accounting practices and procedures.
    2. Ensuring that the fiscal operation is in compliance with all legal and regulatory financial requirements.
    3. Ensuring that the fiscal operation is in compliance with all requirements of funding agencies.
    4. Coordinating and overseeing financial audits or site visits related to any funding agreements and preparing responses and corrective actions.
  5. PROVIDE SUPPORT TO THE MANAGEMENT STAFF AND THE BOARD OF DIRECTORS (10%):
    1. Assisting in the development of program, unit, and agency budgets.
    2. Providing the Management staff and the Board of Directors financial analyses and recommendations regarding investments, real estate, banking, long range financial planning, and other strategic matters.
    3. Participating in the Management Team and contributing to organizational planning and policy development.
    4. Providing in-service and impromptu training for Board and Management staff on fiscal policies, accounting issues, budget planning, and other related matters as necessary.
    5. Providing staffs support for the Finance Committee by scheduling meetings, taking minutes, and other support activities as requested.


C. QUALIFICATIONS (SKILLS/KNOWLEDGE AND ABILITIES):

  1. REQUIREMENTS:
    1. Six-year college education related to field or equivalent work experience related to field.
    2. Permanent resident or U.S. Citizen; proof of work eligibility upon hiring.
    3. Valid California Drivers License and current automobile liability insurance.
    4. Must have at least five (5) years of recovery or a drug free lifestyle as of the date of the application.
    5. Must be able to work with people of diverse cultural, educational, social, and economic backgrounds.
    6. Demonstrated knowledge and skill in computer operations.
    7. Must have a minimum of two year's experience in a supervisory position overseeing the work of accountants, bookkeeper, and other accounting positions.
  2. PREFERRED QUALIFICATIONS:
    1. Bilingual or bicultural capabilities with Asian/Pacific languages and cultural groups.
    2. Skill in operating American Fundware Accounting Software.
    3. Prior accounting experiences with non-profit organization and fund accounting.
    4. Prior experience in auditing firm and CPA license.
